I think I've answered my own question here:

The VolumeMinor appears to be a property of the (Resource+Volume), so I think it should be stable and consistent across all nodes where that resource appears.  I was confused because "linstor volume list" shows the VolumeMinor separately for each node.

(It's taking me a while to get my head around the relationship between resource-groups, resource-definitions, resources, volume-groups, volume-definitions, and volumes!)
