With the help from guys on IRC I found the location in the DRM code, where the users of /dev/dri/* are informed, using a uevent, when, for example, an HDMI monitor is connected: in drm_sysfs_hotplug_event(), called from a (delayed) work. But where do /dev/fbX users get informed about this?
