Christian is the expert, but my understanding is that once they are running, 
you can't re-initialize them without cutting the power to them (either via 
S3/S4 or powergating the block on chips that support it).  On windows hibernate 
is more like suspend.  There is no additional freeze and thaw in between. 
Probably the proper fix is only init the blocks once on resume from hibernate 
instead of doing it twice.  Kexec will probably have similar problems.
