Lets be consistent here and change all *_TIMEOUT defines to
be in milliseconds.
And then in the 1 place where IDLE_TIMEOUT is used, change
"IDLE_TIMEOUT" to "msecs_to_jiffies(IDLE_TIMEOUT)"
