Luugi,
drmstat was used as a turnon tool during the original DRI development
days. It was useful when we didn't have a complete system up and
running, but it required quite a bit of device specific code. I don't
think it's current or has been used in a long while.
If you've read the DRM document, which describes the API--then the next
best place to get information would be to read the code where the API is
used in the X server and direct rendering drivers. Then direct specific
questions to this list.
