Option "ForcePCIMode" will do the same thing, even if agpgart is loaded.

mach64 cards can't do more than AGP 2X, afaik.

The X log will also report the AGP mode.  Since 4x is not supported, you 
should se "Illegal AGP Mode" in the X log and it should fallback to PCI.
