As one of the people making contributions to the Radeon driver, I'll try to
answer that.

1. Every day the interested in 3dfx hardware diminishes more and more while
   interest in Radeon hardware increases.

2. If my understanding of the situation is correct, hardware documentation
   for VSA-1 is scarce.  I would *guess* that Nvidia (who owns all of the
   old 3dfx IP, IIRC), is probably not terribly interested in giving it out.

3. At the rate of 30 minutes per week, it would probably take about 5 years
   to get anything done.
   
4. The Radeon developers have Radeon hardware, not 3dfx hardware. :)  I
   haven't had access to a 3dfx card since I got rid of my Canopus Pure3D
   (6MB! Woohoo!) when the TNT came out.

I think the biggest problem is that people who can do the work just plain
aren't interested in doing it for 3dfx card.  Sad, but true.
