As near as I can tell, there are some OpenGL texture wrap modes that the
Radeon hardware doesn't handle correctly.  Specifically, GL_CLAMP_TO_BORDER
and GL_CLAMP_TO_EDGE seem broken.  I spent a few hours one day messing with
the various hardware bits, and I just could not get it to work right.

Perhaps someone from ATI knows the right magic?
