Probably I was harsh when I said no to XML. Using libxml is good from code reuse point for view. Parsing and emiting XML is simple. But, please make it readable for those who do not want to use GUI. The last thing, I suspect, many of us want to see is a config with tons of <param-name>param</param-name><param-value>value</param-value>. I think libxml is OK, as you said it is already in XFree86.
