Yes.  Applying it would be similar to adding the following to the 
trunk for x86:

DefaultGcc2i386Opt -march=i686 -mcpu=i686


In other words, it would make the default build run only on EV56 
Alpha machines or higher.  There are a great many EV5 machines 
out there, and most people I encounter running Alpha (such as on 
#alpha on freenode) are using EV5 boxen.

Please don't apply this to the default build, it is something 
that someone should add as an architecture customization IMHO.
