I believe this solution is very flexible and keeps the implementation complexity small as the drivers don't need to parse symbolic values from configuration files. Comments?
Yes. This looks very good. The only possible issue is in specifying how "partial" internationalization works. For example, what if all of the enums are documented in English, but only some of them in German? Should the English text be used in place of the missing German text, or should it be left blank? Probably not important to make a "final" decision about this now, but it's something to think about.
