I had X working fine non-accelerated (glxgears was telling me 90 frames per second), so I concluded I needed to turn on things like DRM. Compiled the latest kernel, made the right device nodes, etc. Here's the relevant bits from the kernel dmesg:

You are 100% in uncharted territory here. I don't know that any of the DRI drivers have ever been tested on IA64. Perhaps Mike Harris will know more. There are a couple potential 32-bit / 64-bit issues that have been identified, though. Are you running 32-bit user with 64-bit kernel?
