I've coded up a potential fix for this
http://freedesktop.org/~airlied/i830_tris_specfog.diff

it checks if the attrib it is going to emit is different than the previous
time and if it is it sets a flag to force the emit to happen..

If you guys think it is acceptable I'll check it in..

I've also fixed the regression in texrect, that one was simply a missing
check in i830SetTexFilter for rectangular texture..
