Here's just my opinion, I haven't talked it over with anyone:

The DRI tree will sit around for reference for about as long as we can
imagine.  So, unless a driver is usable or under development, there's no
real need to bring it up to head.  If it is, then I'd say X.Org with
appropriate guarding defines is the place to be.
