see bug 2827 for the latest pci ids for radeon: https://bugs.freedesktop.org/show_bug.cgi?id=2827 The secondary devices are really just a hack so that windows 2000 can support dualhead. It's just a placeholder id. The actual chip is the first device. X won't work on the second id; everything is through the first, hence all secondary ids are ignored.
