You might be able to achieve a similar effect by setting the driconf setting fthrottle_mode to 1 ('Performance' => 'Method to limit rendering latency' => 'Sleep for brief intervals while waiting for the graphics hardware' in the driconf GUI). PS: glxgears is not a benchmark nor particularly useful otherwise, anyway. Are you having the same issue with useful 3D apps?
