Inspired by what other Apache projects are doing (ie: Kafka) to integrate Jira
and RB, it will be great if we have a tool to submit patches to both jira and
rb.
IMHO, currently there isn't really a huge usage of rb and lots of commits are
pushed directly. So if we want to use RB as the place for code reviews we
should make it easier to use and integrate.
