If a configuration option is set in {{drill-override.conf}}, but not in a
lower-level configuration file (e.g. {{drill-module.conf}}), the configuration
option is ignored. It is probably desirable to ensure that a new value defined
in {{drill-override.conf}} will be visible to Drill.
