List of missing functions in Drill for new contributors

is a list of missing functions in Drill which might make on-boarding of 
new contributors easier.

Implementing functions is a good and easy way to get familiar with the 
Drill code base and start contributing to the project. If you plan to 
work on one of the functions, please create a JIRA and update the 
document with the JIRA# so that the effort is not duplicated.

This list of functions is a work in progress and we will add more 
functions to the doc as we go on.
