CSV parsing is incorrect. Commas inside quotes should be part of the string and
not delimiters. Example:
140210850,"SEX OFFENSES, FORCIBLE","FORCIBLE RAPE, BODILY
FORCE",Thursday,03/06/2014,19:15,NORTHERN,NONE,1200 Block of FRANCISCO
ST,-122.425463608081,37.8031020597099,"(37.8031020597099, -122.425463608081)"
