Test tool or function in Drill that tests the network connectivity and
configuration for all Drillbits/nodes in the cluster and reports any issues.
The tool/function can be run at or before Drill installation to test and
validate that all nodes and network setup/configuration will support Drill.
It needs to fully simulate all Drill network calls and report any nodes that
may have issues, and what functions may have failed.
This will reduce troubleshooting time for clusters that may have network or
configuration issues post installation.
