Everything I've seen mentions "amount of data that can be transmitted", which to me opens the possibility of including the ethernet header.
You're right that the DLPI spec. does not give a concrete definition for the term, leaving room for interpretation. The Solaris and HPUX implementations of DLPI, however, have historically never included the data-link header as being part of the DLSDU.
