Garrett, I'm not sure either. Fair Use typically means that nobody will be able to use the information to their advantage against the vendor. I don't know how that would work with tech specs or similar. In the case the vendor posts something on their website for public consumption, and someone redistributes it, there could be a case that the information is already public.
