While I agree with Garrett that the default values should be 
printed as long as the PHY isn't initialized, I'm a little concerned
about tying that to the "plumbed/unplumbed" state of the interface.

If the PHY has constant values for a property that are never negotiated,
I would think that it is correct behavior to report that immutable value.
