FULL REVISION COMMENTARY:

2077.3.3: Stewart Smith 2011-01-13 cpplint fix for header guard
2077.3.2: Stewart Smith 2011-01-13 modify storage_engine_api tests to check
the new SEAPITESTER_ENGINE_STATE_HISTORY table for what storage engine calls
were made.
2077.3.1: Stewart Smith 2011-01-13 add storing of history of engine states to
storage_engine_api_tester. We get a DATA_DICTIONARY table that lists the states
and a function to clear it.
