Looking at it, it is pretty primitive. It is basically wrapping the
functionality that we used to have with UDFs (AKA a raw dlopen()).
With it it would only change the dlopen() call to be something more
generic.... all the infrastructure we have today would stay there.
So what would it buy us? Platforms that lack dlopen().
