Over dinner tonight Josh Berkus brough up this library as something PG
has considered using for collations:

I do not believe they have tested it, it was just brought up as a
possibility for them to use. I am pretty keen on investing effort in a
library that multiple projects can make use of.
Looking through the library it looks to also have a number of useful
services around date/time and calendaring (their datetime is epoch
based BTW). I also see that it is packaged for Fedora.
Cool stuff.
