My memory is that it is located there so as to get a pre-state. We have never had a "filtering" hook. The logical place for this would be write after parsing (though there is a "rewrite" spot in the optimzer but it is not located in the right spot).

What is the application that needs to be written? We can assign something to the location if we know what the need is.
