To back up what Padraig is saying, generally we look for a genuine enthusiasm and initiative from student applications. If I see that a student is very keen to work on the project, that the student demonstrates initiative in setting up project pages on the wiki (example: http://drizzle.org/wiki/GSOC_MySQL_Drizzle_Syntax_Converter), and has proficiency in written English, those things are perhaps even more important than the amount of experience the student has in a programming language. One of the goals of GSoC is, of course, to LEARN. So, if I see a student has a sincere desire to learn, that goes a long way :)
