people may use it to attempt to restrict a column to those characters,
which of course, we wouldn't end up doing.... and I don't too much like
the idea of surprises.

That being said, people throw UTF8 data at mysql in latin1 columns all
the damn time... so perhaps we would just be doing what people intended.

But I also wonder why this route isn't better served by drizzledump
doing a conversion instead of in the server itself.
