Name of a system schema is up for discussion:
 - SYS is used in Oracle, so I picked it because it is similar to
something that already exists in another database.
 - SYSTEM would be a human readable word. I strongly considered this
to be better than SYS and you can still convince me it should be
SYSTEM.
 - We could also use DATA_DICTIONARY for everything. I took the
approach here that currently DATA_DICTIONARY only exposes tables where
you can read system information, but not configure anything.
