Looks like there may still be something broken at
sourceforge.  I updated the web page to include the
correct hostname but it apparently does not like
anonymous access (keeps asking for a password). 

It does like developer accounts so I checked out the
code 5 minutes ago and created a tar for you until we
get this fixed.  You can get the tar at
  http://207.168.33.43/~mhald/drools/
called drools-2.tar.gz or drools-2.zip.

I'll bounce an email to the sourceforge guys asking
about the anonymous access and CC bob.
