It's "dropbear". If you're having trouble starting it, try "dropbear -F -E". The -F means don't daemonize (thus the server handles only one request, then exits), so it stays running in the foreground. The -E says write the log output to stderr rather than the system log, so you can see it output from the program. That way if it's having trouble, it'll tell you why.
