Fw: how to use a dropbear authorized key certification without a ssh-keygen?

Hey, there
  I am new here, and I just have a question.How to use a dropbear authorized 
key certification without a ssh-keygen? For I want do some test on a embedded 
system with dropbear, but there's no ssh-keygen inside the OS. anyone can help
