I think those are set for OpenSSH (and other login modes) by /etc/pam.d/login. Currently Dropbear doesn't have much PAM support (just enough for User:/Password: challenge response authentication) since the API isn't very pleasant. https://bugs.launchpad.net/ubuntu/+source/dropbear/+bug/232064 looks like this problem.
