Hi Michael, I just checked now, it works for me on Linux 3.13 and OSX 10.10. What platform are you running on? What do you see for the commands below?
Output from "strace" looking where it calls bind() might be informative too. I can't really think of anything Dropbear would be doing that would prevent it, given 2 instances work. That's not to say it's not doing something wrong though.
