Yes. Dropwizard is tightly integrated with Jetty, but there are hacks you 
can use to package a Dropwizard app as a WAR file. Wizard in a box 
<https://github.com/rvs-fluid-it/wizard-in-a-box> and WizToWar 
<https://github.com/twilio/wiztowar> are two options.

That being said, the issue of deploying on AppEngine will still exists. You 
can't deploy the WAR file you create with tools above in AppEngine.

Why?
AppEngine standard environment uses Jetty with servlet-api v 2.5 (which is 
more than 10 years old) and they don't have any plans to upgrade it to 
servlet-api v 3 or higher (read more about that on this thread 
<https://code.google.com/p/googleappengine/issues/detail?id=3091>)

But wait! there is another solution:
You can use App Engine Flexible Environments! It's a new service that is 
still in beta, although I've heard it will be available generally in Q1 
2017. If you want to use it right now you need to ask the GCP team to 
enable it for you.
