DSpace does not alter the originally uploaded PDF in any way (as that'd
be considered a preservation concern). If you encrypt the PDF in Adobe
Acrobat, it will still be encrypted after uploading to DSpace. So, you
might want to check your encryption settings, or even try to download
the PDF from a different machine (maybe Acrobat is being smart and knows
you already unencrypted the PDF earlier).
