Hello Ahment, the default context is request, so a valid OAI-PMH request would be: http://earsiv.etu.edu.tr/oai/request?verb=Identify the "request" in the URL is the context. There are other contexts like Driver and OpenAIRE and you are able to create your own contexts.
As for records they need to be imported into the solr index, see https://wiki.duraspace.org/display/DSDOC5x/OAI+2.0+Server#OAI2.0Server-OAIManager(SolrDataSource) for details. So long as you got no data the "No matches for the query" answer to OAI-PMH requests where you get records or identifiers is a correct OAI-PMH answer.
