Could be I'm overlooking something easy. We're new to DSpace. However, I can't *Upload a new bitstream* <https://repository.hou.usra.edu/admin/item?administrative-continue=265385517f252a76605419256314436f6c1e3b3e&submit_add>.
If I select a record, then Edit this item, click the tab for Item Bitstreams I get the *Upload a new bitstream* <https://repository.hou.usra.edu/admin/item?administrative-continue=265385517f252a76605419256314436f6c1e3b3e&submit_add> option. Selecting that brings up a screen with boxes for Bundle, File, Description, Embargo until specific date and Embargo reason. But no way to submit, or upload, or process. Am I missing something or is our set-up wonky? We are running 5.5 as updated by @mire.
