Interesting list you have there, here is my feedback. Answer coding:
OOB - out of the box
CONFIG - Requires some config, might be a feature that is disabled by
default
CUSTOM - can be achieved by customization or a 3rd party patch.

OOB 1    The system must have an intelligent search function, which also
searches the content of the literature (PDF). In  addition, clear
literature keys      must be generated and found by search function.
OOB 2    The front-end has to be user-friendly and intuitive, and allows
the input of literature data of different origins (books, studies, manuals,
laws,      final work, etc.) quickly and easily.
CUSTOM <https://github.com/atmire/Elsevier> 3    The system is intended to
autocomplete information from literary works automatically through the ISBN
number, doi or similar
CUSTOM <https://www.atmire.com/modules/listings-reports-for-dspace> 4
 The system must automatically create a bibliography directory through
integrated solutions in Word (plug-in).

monitored in order to meet quality standards. The check must be
straightforward and      fast for the responsible person and be automated
as far as possible. In addition, there must be a blacklist, which
automatically prevents any          errors (Publisher = publisher).

OOB 7    The system is intended to provide the possibility for the
uploading party to correct the errors later (learning effect) in the case
of error            inputs and incorrect uploading of sources
OOB 8    The images, tables and graphics of the User can also be stored via
the system

OOB 10   Fast and extensively automated creation of new users
OOB/CONFIG* 11   The library must work in German, but it can also be
translated into English
OOB 12   Parallel use of the library for at least 50 people

CONFIG 14   The library has a separate storage location for magazines,
which is organized according to magazine, month and edition.

* There's a standard set of German message keys, but you may want to tweak
them
