yes they can except for the metadata marked es hidden in the config.
This is only visible to the administrator.

The full item display contains all the metadata except those which
has
be added to dspace.cfg
as
metadata.hide.SCHEMA.ELEMENT.QUALIFIER = true
This will only be visible to admins
