Hello Andras, I'm not sure if I understand your question completely. But, you might want to take a look at the documentation for "input-forms.xml":
https://wiki.duraspace.org/display/DSDOC6x/Submission+User+Interface#SubmissionUserInterface-TheStructureofinput-forms.xml As noted in that documentation, you can create your own custom controlled vocabularies (in any language) and link those vocabularies into specific form fields (using a "<vocabulary>" tag). If you don't require an entire controlled vocabulary, you can also just create a new, custom set of "<value-pairs>" (again in any language), to provide a custom dropdown for a given form field.
