if you do not need the workflow steps at all, you can just disable/not
define (new collection) them.
The workflow steps are defined while a collection is created, but not
obligatory to define.
Another approach would be to mass ingest content see
https://wiki.duraspace.org/display/DSDOC6x/Ingesting+Content+and+Metadata
Using the SAF import without the option -w will skip the defined workflows.
