Hello, Unfortunately, we don't have enough information to help you resolve this issue. You didn't mention anything in this question that seems to be specific to DSpace, and it's unclear what external IPs you are referring to (have you checked to see what the external IP addresses are? Maybe it'd provide a clue as to what those requests are, and whether they are coming from DSpace or some other software on your system).
If you need additional help, please provide more information about your DSpace setup and the problems you are seeing that are specific to DSpace. If you feel errors are occurring, you may wish to also check the logs for errors (see https://wiki.duraspace.org/display/DSPACE/Troubleshoot+an+error).
