You can load a SAF batch through the GUI.  You'll need to login to
DSpace using a DSpace administrator account, which may (should!) be
different from the system administrator account.  You should then see
an "Administrative" block in the sidebar, and in that block will be a
"batch import (Zip)" link.

You could use 'scp' to copy the Zip archive to the server, connect to
the server using 'ssh', and use the command-line loader ('bin/dspace
import') if you prefer that.  You'd still need credentials for a DSpace
administrator.

(I am getting this from the DSpace 6.3 XMLUI.  It is usually best to
mention which version of DSpace and whether you are using XMLUI or
JSPUI.)
