As far as I know, METS export is a command-line only thing.

The METS metadata is not an independent thing, it's generated live from the 
normal item metadata. An example can be found at: 
https://github.com/stuartyeates/METS_metadata_for_complete_beginners/tree/master/thesis-dspace
