I would point out that only the user interface is missing.  The
back-end still has all of the subscription code in place, and I
believe that an instance which is upgraded to 7 from a previous
release will continue to send out notices for existing subscriptions.
There's just no convenient way, at present, to create *new*
subscriptions.  If the need is urgent, you could add rows to the
'subscription' database table manually.

To remedy this will require (1) a new REST endpoint for managing
subscriptions, and (2) small modifications to the UI for using it.
