Hi Ronald, The answer is different based on which version of DSpace you are using.
DSpace 6 (and below) doesn't support streaming a video. It will only allow you to download them. In some browsers, the browser itself might stream smaller videos during the download process. But, DSpace doesn't support video streaming. In DSpace 7, basic video streaming can be enabled by enabling the "mediaViewer" setting. Uploads obviously can be impacted by not only DSpace, but also your internet speed/connection, and even firewalls or similar.
