Hi Amy, At this time, unfortunately any administrative tools that kick off a "process" are restricted to Administrators only. This includes all import/export scripts.
That said, there is some early work to change this behavior so that Community/Collection Admins can also start some types of processes. That work is related to these two tickets: https://github.com/DSpace/RestContract/issues/219 and https://github.com/DSpace/DSpace/issues/8764 I'm not yet sure whether this will be in the 7.6 release (due in June) or not...currently though work has begun and we'll see how far it progresses in the coming weeks.
